How fast should the water be flowing through the radiator at idle speed? With the cap off and looking into the radiator should it be a small trickle where it comes out of the rows and runs down, or a very noticeable stream shooting out of the rows? This is on a cross flow radiator.

If the thermostat is not open you will get very little movement. It makes an effective cork.
Once it opens you should see a fairly strong flow through the radiator.
