With the cap off and looking into the radiator should it be a small trickle where it comes out of the rows and runs down, or a very noticeable stream shooting out of the rows? This is on a cross flow radiator.

Once it opens you should see a fairly strong flow through the radiator. We are brothers and sisters doing time on the planet for better or worse.
