On my newly rebuilt engine when the #1 piston is at tdc the distributor rotor doesn't point directly to one terminal on the cap. its pretty much evenly spaced in between two of them. Would it be correct to have the #1 terminal be the one the rotor had just passed or the next one it comes too?

If it's on tdc firing cyl #1, the rotor can indeed be between the #1 tower and the #8 tower.

so then the #1 tower would be the one that the rotor just passed?

That's it, that's the whole "before top dead center" deal. When the piston gets to the top, the spark has already fired that cylinder.
