Assuming 1405 (man choke) or 1406 (elec choke). New needle/seats (avail seperately/cheap), dry setting at 7/16" iirc, idle it for 10 seconds on a level surface then pull the rods/top & fuel level should b at the notch(s) in the float baffles on each side. Make sure the internal choke vacuum pulloff works (1406). Make sure the metering rods & its tree(s) are free up & down. Hesitation at 3-4K, assuming that's WOT? exp w try several steps smaller dia on the power step on the rods & a higher # spring(s) and see if you have several psi at the carb inlet at that point (can run a vac gauge w a psi side out to & taped to the windshield for a test run. As said check psi at idle too
