Here's what the dealer coding guide, dated as: Revised: July 6, 1970, says:

Optional on JS23-Challenger R/T only

H71 Coloured Front Bumper (Available with FJ6, GY3, GB2, EV2, FE5, FC7)

H72 Coloured Rear Bumper (Same colors as above)

NOTE: H72 has a footnote which reads: Only GY3 and EV2 are available on cars built thru August.

The info I just posted above was very early info, 7/70, and could very well have been revised again at a later date. There is no info. listed at this date which states that the bumpers must be ordered together as a pkg.
