That would be my guess! But there are some other things that could have caused it as well. Besides soda blasting, 1) rust convertor 2) wiping metal or paint with lacquer thinner 3)using a metal prep unless you know how to neutralize it properly and 4) self etching primer. The solvent popping would have happened sooner when it was painted not appear 12 years later!
