Does it heat up in traffic only? If so then it is an air flow problem. Maybe try a "fixed" fan instead of a clutch fan. Does it cool down once moving down the road? If so then your air flow is okay and it is definetly a fan problem. If it stays hot all the time, then look at a lower temp thermostat, a radiator issue, or a lower hose collapsing, or a combination of any of these.
