Eric w your voltmeter w it at a fast idle put the neg lead on the batt neg post and start checking voltages at every point starting at the battery positive post then to the starter relay then stick a thin probe into the bulkhead terminal & check it's voltage then on the other side of the bulkhead "out" to the ballast, check both sides then see what you have at the coil positive and if it's 2.8V it would not be firing.
