An engine strap won't cause this problem. Frankly, it sounds like you have multiple problems. Do you have power on both sides of the fuses? Have you done any test lamp probing at the connector in the kick panel, on the way to the rear harness?

I can't think of any one problem that will cause all this

For example, your wipers should not be connected to the lighting problem.

If it was the infamous ammeter/firewall connector problem, then none of the lights should work
