The OP's wheel is not a Radir. First of all, Radirs weren't being made when that picture was taken. They are a relatively new company. Secondly,look at the rim between the spokes. Definitely different.
The 15 x 4s were for skinny front tires for drag racing but you already knew that.
If I looked through all my old magazines I would probably find them but I choose not to do that.
