As is condition, assuming it's pretty much rust free, and won't take much to get roadworthy I'll kick in a WIW of $40K.

Agreed. may have change the pad when it was restored. If all else is there minus t the build sheet, I'd pop the windshield a nd fix that issue lickety split.
Fender flares gotta go IMO
Just and FYI: That steering wheel thing is useless, a hacksaw will go right through that wheel in less than a minute.
