Looks like the tag was originally bent over toward the front of car. Perhaps the one punch is an "R"?
Could the "C" be part of an incorrectly punched "P"?
Zoom into the image and one may see what I'm Referring. Any idea what a C or P or R might stand for? Could they be anything other than final inspection marks?
