Yes it can be tuned with a short collector and no muffler. Put the O2 sensor in one of the header tubes about midway between exhaust port and the collector. That will give you a good reading for anything above 2000 rpm. You might be able to tune the idle also, or you might have to manually tune the idle. I tune several fast bracket cars (8.50 chassis cars) and that is the way we do it. Usually best if you can put the O2 sensor in the #1 or #2 pipe but any pipe can be made to work if you can't put it in a front pipe.

In your picture you might want to go into the #8 pipe up near the valve cover but it depends on your harness layout. I'd use the #1 pipe if possible but sometimes you have to do what you have to do.
