Sounds like a flaky ground.
The horn contact in the steering wheel, sends a ground signal to the horn relay which activates the relay coil.
You might want to see if the ground strap is present between the column and dash bolts. Then check the ground from the body to the dash.
loosening and Tightening the bolts may help as well.
if it's 80's + up could be a different game altogether what yr mk & mdl ?
