WRONG , machining the decks of either the head OR the block ABSOLUTELY DOES NOT EFFECT ROCKER GEOMETRY .

Using rocker shaft shims to make up for aggressive head/block machining will SCREW UP your rocker to valve tip geometry. The PROPER fix is SHORTER push rods ....

this is assuming the rocker to valve tip geometry was correct to begin with
