Surging is usually a fuel inversion. Try adding fuel in the lower section of the map. Also, temporarily open up the map rate of change (roc) value. If the roc is exceeded, the correction is suspended, and the self tuning stops functioning. The problem with leaving the roc wide, is it can allow the wideband to fight the enrichments.

Another thing that can be problematic, is initial throttle setting. At warm idle, make sure your idle control is below 10%. The throttle blade should be the holder of your primary throttle rpm. The idle control motor is there for bumps in needed rpm, not to maintain minimum rpm.
