as the tubes on several pipes are rusted at the flanges, i would suspect the rust, at minimum, has migrated several inches past where the wrap starts.
it would be interesting to view what those tubes look like today under the wrap.
i am not a fan of that wrap, just for the rust reason alone. double wall tubes being wrapped is another subject altogether, however.
