iagree That is not ceramic coating on those headers. It is the chrome/nickel plating.
It isn't the polished ceramic coating either...that does not turn blue. I have a set of polished ceramic coated TTI headers and they end up looking like normal ceramic coating after a while. Definitely nothing like the chrome/nickel plated headers...which is what the OP has.

I've never been a fan of header wrap either. In my experience, that stuff dramatically accelerates rust issues on headers.
