Those little widgets are called EGR Jets.
They are a factory installed, old time emissions item.
Chrysler did it.

Yours were plugged with carbon which is a common issue with basically anything associated with the heat crossover on most anything.

Not many folks know or care about things like that anymore, but if you take apart a bunch of old smog era motors
you will encounter them in the future.
