Yes, I agree they are "shear" panels, maybe not very robust/effective, but they do serve a purpose, understand my previous reply was to the comment "they are worthless"?, and I have never made that claim, nor agree with it, but was trying to prod the commenter to solve the problem as he sees it, just fine a more worthy location to connect added braces, and I believe that is very doable.
Reality check, that half the population is smarter then 50% of the people and it's a constantly contested fact.
