at first, yes, quite interesting difference but when you think about it, it makes sense. A/C added several additional items that didn't come on non A/C cars (compressor, condenser, lines,...) whereas a six pack "only" replaced parts: intake manifold, rods, pistons, linkage, air cleaner. Only items that were additional are the two extra carbs.
