All the starter mounted solenoids I've torn apart to repair have a carbon or copper washer in them that engages the big battery cable from up in the solenoid down to the starter lug to make it turn over after the starter teeth are engage in the ring gear, as already pointed out the starter relay activates the starter solenoid
