How do you adjust the seat back position?

I read another thread and saw I didn’t have the correct HW. So I ordered the parts and installed it, but it feels like I’m sitting in a low rider ready for a drive-by it leans back so far.

Pic shows what was originally in there and put my seat in good position.

I tried adding washers to “correct” HW but running out of threads.

What am I doing wrong?
