The pedal will be hard but it should not pull the pedal down, right?

I stepped on the pedal with out the motor running and the pedal does not return.
Some one on another forum stated the linkage grommet might be bad.
Any idea how to get at that?
It's pretty tight under there.

I have mechanical Aptitude.
I can screw up anything.
