Well it looks like over on the 'Bullet, this has been beat to death over the years. Tons of posts, most of which prefer the High Tack. I am going that route and rather than use clip-on weights this time, I am going to try some of the balance beads. Some like them and some don't. But if they will work, it will solve my issue even if the High tack doesn't hold the tire in place.

And I will use the High Tack on both surfaces and let it set up before assembly. Good advice.
