Certainly not for balance, not for (rear side of chain) oiling as the oil drips from the rear(oiling hole) and from the cam bearing as mentioned. I havent seen a pic but I dont know if it's to sling oil forward to the eccentric (which is sorely needed) but it's an extra machining step thats incorporated in there for a good reason(time is money) & money is #1. Wouldn't make sense that they are hung on pegs as they are on the assembly line.
