Correct, but because of the way the rating is achieved, it can be manipulated to a degree, which is why the "hot" 200TW tire for use in those competitions changes each time a new tire is released.

Exactly. Perhaps even an understatement.

There are some sub-200 treadwear tires that will last longer than the competion oriented "extreme performance summer tires" with 200 TW.
