It sounds to me like a trans that I used to have when it had a 2nd to 3rd gear overlap. The 2nd gear band was still applied when high gear was applied. I'm not a trans expert at all, but I did have a Torqueflight that did that. It slowed the car down a bunch. Leaves good though.
