The water pump setup in that pic isn't correct, the industrial 413 has the water pump housing mounted high on the heads.
Exactly. So the water pump housing is not correct for those heads and the engine could not have run with what I see on it. Not only would the pulley's not line up but, as one can see, the head water passages are wide open to the world.
