Maybe they realized later in production that they could accomplish the same thing with one part #. Or, because the manual trans was standard in the B-body, they had more of them laying around.
This is all assuming that the manual trans assembly is all one piece with two extra bolts in the firewall, of course. I'm not familiar with the B-body assemblies.
