I have no doubt there would be resistance. But there is with every rule change.
Look at how often the bikes have to re-evaluate their program during the season. Due to "balancing" the playing field between Harley's and Suzuki's. It's not cheap for them either. They still do it though. I'v seen the same thing in pro-mods. Blower cars or N2O cars get a rule change mid season. They make the changes and go on.
