General Rule of Thumb is that the max rotor OD for any given wheel size is 3" smaller than the wheel. So 12" rotor in a 15" wheel, 13" rotor in a 16" wheel, etc. Can sometimes sneak a slightly larger rotor in, but it can get tricky.
Caliper to wheel clearance is a different critter and will depend on the specific wheel and the specific caliper.
