I had that problem in my Challenger (street car). 2-3 shift got later and later. Turned out the groove in the high gear piston was machined wrong causing it to leak. This was common on '80s transmissions from Chrysler. Takes a few years for it to wear enough to leak. If your trans has later parts this could be the cause. An air test should narrow it down.
