I doubt the problem is related to shift cable adjustment but, if in doubt, push the Neutral button, remove the NSS (you'll lose some fluid if the car is level) and check the position of the internal metal tab (might need a mirror)....it should be dead center in the hole in Neutral.

RPM flareup on the 2-3 shift is usually an internal problem like a loose band/loose clutch clearances or pressure leakage but TP linkage adjustment might exacerbate the problem.
