The ballast was to lower current flow to the coil, as full current will cook a stock coil. Aftermarket ignitions like MSD have a current limiting circuit built in so ballast resistor is not necessary. Also, some aftermarket coils are made to take full current so a ballast resistor is not needed with them either.
