Since you're going for reliability first and good power second, I'd rebuild the 383 without stroking it. A set of pistons riding high in the bore, Eddy heads, and a good moderate cam will easily crank out solid horsepower without sacrificing reliability or mileage.
A 383 can be a good stout piece.
