Two things going on here

-Worn/misadjusted box that has too much play between the input and outputs shafts

-Too much power assist. Boxes are rebuilt by firm feel with different reaction springs to change the assist feel. Or as mentioned you can change the pump flow by shimming the pump spool valve.

You can have a no power assist at all and still have a loose steering box.
