The Fram employee associated with these assemblies told me once when asked about the washer, that the washer was used on all scoops in the beginning and was supposed to be deleted 10-30-69 as per blueprint, but some units continued to be assembled with the washer.
The washers' function was to keep the cable in place as they were notorious for slipping out of the grooved boss and flopping around making it hard to thread through the adapter opening spot.
Later a wax colored tape was used sometimes to do the same job, and occasionally along with the washer, as a trace of tape is possibly seen on Scotts pictured scoop.
I have seen that as well on some scoops but the tape never held and most times broke away.
