No, I have a factory manual here showing preload being checked with spring scales. I've also seen factory tools that are just a calibrated bar that bolts to the pinion and a weight is slid along the bar until the pinion moves, then the torque is read off the bar. These days it's easier to just buy a suitable torque wrench but any method is better than just guessing.
