Had the same problem with '98 12 valve. The fuel tower in the tank has a filter in the bottom and it was plugged. Removed the tank, took the fuel tower out and cleaned the filter and tank, fixed the problem. It was plugged with a black slimy residue almost like thick paint. Got a bad batch of fuel somewhere.
