Sounds like you do have a inlet restriction to your lift pump. Could be a plugged strainer like suggested or posibly a tank venting issue. Check your tank vent/rollover valve and make sure its not clogged with dirt. Easy way to check for a venting problem is to drive it with the fuel cap loose and see what happens.
