Should you completely close the secondaries and adjust the primaries then close the primaries and adjust the secondary mixture screws? Pull the carb off and measure, with a feeler gauge, how much both sets of throttle blades are opened at now,then reset them to be equal and put the carb back on. I would(and do) start with the mixture screws adjusted 1.5 turns out from bottomed out, then adjust the idle speed screws on both ends to get the RPM you want. I like to set the distributor up to have at least 14 degrees initial timing, closer to 18 if possible and set the total timing at 34 to 36 degrees It's a lot easier to get a motor to idle clean with more initial advance than stock
