Keep in mind two things about the AFCO shocks. First the compression setting on the BACK of the car also affects wheelstands. Hard to believe but it makes a noticeable difference. I have no experience with it on a caltrac car but something you can try. The other is that you can send those fronts in and tell them you would like some stiffer valving and they can do that for you as well.
