There's a boatload of cruise kits on Ebay that work on the old style cars. They use a magnetic pick up on the drive shaft to trigger the system.

I had a Heathkit digital speedo and cruise control that used the magnets on the drive shaft. The magnets stayed there about a year and flew off, never to be seen again.
The really efficient way of doing it would be to use a Vascar encoder. They attached to the rear of the speedometer in between the cable and the head. I think it used an optical shutter system to encode distance and from that, speed. It was very accurate. I have seen posts on here wondering what that was from police package cars.
