What causes a sluggish 1 - 2 shift, 727 TA valve body?

727 behind a small block. Nothing special about the tranny, bolt in sprag, TA reverse pattern valve body. the 1 -2 shift is sluggish but the 2 - 3 shift is quick and hard. It seems to shift solid it just doesn't go into 2nd right when you shift...
Any ideas?

Band adjustment, broken band, or maybe something binding in the actuator piston. Could be a piece of dirt in the valve body.
Yeah, it's got a smallblock.
