Is this a RB Block?
Are you trying to install the motor with the headers attached?

They can be tricky those spool mounts, like mentioned, install the bolts but leave them loose, it'll make it easier to monipulate the mounts in the sockets, sometimes they are tight & you need to give them alittle help.
The header should not be hitting the inner fender even if its still 1/2" up on the mount i wouldn't think, Was this the shuamacker kit & useing a 6cyl. k-member? If so, did you follow the instructions & drill the holes on the DS along with cutting the DS corner on the k-member to clear the oil pump.

You need to go back to the drawing board & find out what your working with for the K-member, you most likely have the wrong mounts too.
