No, you do not have to change the secondary plate in order to change mixture. You can drill the orifices. If you move to tuning these carbs, a set of wire drills will save you a lot of money anyway.

Depends on how old your 3310 carb is. For many years the 3310 had a metering block in the secondaries. Not sure why or when they switched to a plate. The 3310 and the 3310-1 had metering blocks and where rated as 780 cfm. The 3310-2 and newer have metering plates and are rated at 750 cfm.

My 670 Truck avenger was really lean also. I opened up the idle restrictors to about 0.032" (I think they were about 0.028 or smaller.) That made a big difference in off-idle response because it richens up the transition circuit before the main circuit kicks in.
