This is true. You can run the arms without the modified box but you MAY have trouble. The box is basically a hydraulic ram much like a press or a jack. The ram moves the sector shaft/pitman arm for you. The factory T/A boxes used a modified stop to prevent the suspension from binding. when you turned the wheel all the way the limit was in the box not the linkage. If you do not limit the box it will put excess strain on the linkage when the wheel is turned to it's maximum amount. You are using the linkage to limit the travel and it may bend the linkage or over stress the tierod ends.
If you are not pushing it against the turning limit it would be OK but continually pushing it against the limits and you will eventually give your self problems.

I thought fast ratio would make it easier to turn, or are you talking about manual steering while I am refering to a power steering in my car?

Fast ratio means that for each revolution of the steering wheel, the tires move further. The 24 to one manual would be S L O W ratio. Whats that? 5 or 7 turns lock to lock? Most Mopar power steering boxes are 3 1/2 turns so they are much "faster" than the manual boxes but you dont notice the increased effort because of the power assist. Take off the pump belt and try to steer! The longer pitman and idler that ARE the Fast Ratio variety make the tires move faster and further, but once again, the power assist hides some of the increased effort. My Charger feels like a manual 16 to one box. Just right!
