The 95 head is a little unique. The breather system is different and the coil mounts are different. The 96 up can be made to work, but it is a bit of a pain.
Having oil in the radiator doesn't mean the head is cracked. In fact, I have seen that several times and the head gasket, not the head was the culprit.
Any competent machine shop can pressure check your head.

The head bolts are torque yields and are supposed to be changed every time. (I reuse them)
The radiator and cooling system are a pain to get the oil sludge out of. And the hoses don't like the stuff either.
Check the motor mounts, too. They are usually broken. If so, don't buy new ones, get some quick set window urethane and fill the voids with it. A fraction of the price and a permanent fix. Just clean them good in solvent and let them set a couple of days to harden up.
A single cam Neon with the old tensioner is a snap to time. If you decide to pull the trigger on it, the service manual will get you through it and then the tech line (Moparts) is here for tips and tricks.
