Is it just leaking oil or is the oil mixing with the coolant? 1995's suffered from cracked cyl heads.Usually at the base of one of the cam towers.Pull the cam cover,if the oil looks like milk or coolant is blowing white out of the exhaust then likely it is cracked. If it is just the usual oil leak then the MLS gasket w/new bolts will fix it.New head was on 96's.Still leaked oil but didn't crack.1999-up came with the fix for the oil leak.

If it is cracked yes you will. The fix is either a used cyl hd or a new one.I take it this is a 2.0L SOHC eng.If the car is lower mileage and has been well kept then it is worth repairing.Of course if you are going to repair it,I recommend changing the water pump, belt, and belt tensioner also since you are already in there.Gaskets and head bolts of course.Figure there is always a hose or other part needing change too.The heads should be the same for the 2.0L SOHC certainly 96-99 are.Hard to do? Not really but I guess that depends on your experience. If it is super hi mileage just change the engine.Hopefully you can buy it cheap.

The first generation Neons are a hoot (I own two of them). They are simple to work on if you have a manual. If you could buy it right (< $300), I'd do it in a heartbeat.

The 95 head is a little unique. The breather system is different and the coil mounts are different. The 96 up can be made to work, but it is a bit of a pain.

Having oil in the radiator doesn't mean the head is cracked. In fact, I have seen that several times and the head gasket, not the head was the culprit.

Any competent machine shop can pressure check your head.

Head gasket......... $35 +/-
timing belt......... $35 +/-
water pump.......... $25 +/-
machine shop........ $100 +/-
service manual...... $20
thermostat, antifreeze, oil and filter, spark plugs, etc, etc

The head bolts are torque yields and are supposed to be changed every time. (I reuse them)

The radiator and cooling system are a pain to get the oil sludge out of. And the hoses don't like the stuff either.

Check the motor mounts, too. They are usually broken. If so, don't buy new ones, get some quick set window urethane and fill the voids with it. A fraction of the price and a permanent fix. Just clean them good in solvent and let them set a couple of days to harden up.

A single cam Neon with the old tensioner is a snap to time. If you decide to pull the trigger on it, the service manual will get you through it and then the tech line (Moparts) is here for tips and tricks.

Master, again and still

Neons.org but they are easy. You'll need the puller for the damper. I just did my 99 and did my 95 a few months back. I threw a 02 magnum cam in the 95 and a whole 02 magnum head and cam on the 99. The later heads don't have an egr but a mp ecm takes care of any codes.
PM me, I have the service manual on pdf.
