Right or wrong I fixed the problem. I have three new shafts so I tried each one. I also measured the shaft diameter of each one. There was about .001 to .0015 difference between the largest to smallest. The smallest diameter shaft would slip about 5/16 inch into the bushing before binding. I chucked this shaft up in my drill press and polished the shaft with 360 emery cloth for about 30 seconds followed by 600 sandpaper. The shaft went in about two inches before binding, so I gave it another 30 seconds. This time the shaft went all the way in with a nice sung fit. Thanks guys for all the good ideas.

You better loosen it up more than a good snug fit. At a good snug fit enough oil will not get to it and the bushing will eat the shaft. Once you have a snug fit ,in your case by making shaft smaller you need to remove another .0015

Good point, I'll measure it again in the morning and see if I need to take some more off.

i saw the correct tool for broaching this bushing at a machine shop & realised i could just press a ball bearing the right size thru with a nail punch. it works very well & extremely low cost. a tip i also was shown was before installation is to place the bushing between your thumb & forefinger, fill the bushing with oil & squeeze the oil until it seeped thru the bushing. this impregnated the lube into the bushing & apparently makes them last longer.
