I have a used OEM Tuff steering wheel. Any suggestions on what is the best way to clean and protect the steering wheel metal part and paint or dye the outer round part of the steering wheel. Thanks everybody.

i have an old Tuff wheel that i used rattle can dye on it turned out so nice i took off my better tuff wheel and am using this for now, doesn't come off on hands after driving, it just kind of soaks in. only thing i would try is look for a semi gloss black instead of the gloss. The nicer tuff is gray like they all get, but it should be fine when i hit it with semi gloss, will install that one when the car gets restored.

What would be the best way to remove rust or what ever from the steering wheel spokes, fine steel wool, or maybe rubbing compound? Then clear coat the spokes and dye or paint the outside rim, after that?
